Oleg Shakirov is a researcher focusing on international aspects of cyber security. With extensive background in foreign policy analysis and arms control research, since 2022 he has been investigating the cyber dimension of the Russia-Ukraine war. He is currently doing a PhD program at Johns Hopkins SAIS. Previously he held research positions at Russian think tanks and was a visiting scholar at the Tufts University Fletcher School during the fall 2022 semester. His comments appeared in Bloomberg, Politico, The Record, and CyberScoop. He runs a Russian Telegram blog Cyberguerre and an English Substack Packets from Cyberia.
