A Survey of Salt Typhoon Customers

Fall 2025 is an unusually prosperous time for the examination of Chinese threat actors, and with the confirmation of Beijing Huanyu Tianqiong as an affiliate of Salt Typhoon, we have a focused case study for what DomainTools has recently termed a "hybrid role state actor". In this talk, I will examine the network of buyers from Huanyu Tianqiong. The chief objective will be to contrast direct and indirect incentives for affiliation within this cluster, and to decide whether these incentives vary between the nuclear sector and academic actors.
